I'd actually go so far as to have this mechanic kick in whenever someone gains a title that isn't either part of their realm's geographic region or contiguous with their realm's capital by land/no more than one sea tiles. To be honest, that's how it should work whenever someone ends up gaining a title by conquest or inheritance that they realistically could never govern at the same time as their current holdings, regardless of culture. The way I see it the problem right now is less Vikings and their descendants going off and conquering weird places and more that those conquests are incorporated into the conqueror's realm instead of them having to choose between ruling their new conquest or their old lands along the lines of what happens with crusades. I mean, the Normans went off and conquered Sicily, which isn't much closer to Normandy than Cyprus, and IIRC Normans did eventually conquer Cyprus during the crusades.
